The purpose of Program Evaluation conducted under the MBS is to get a true picture about the appropriateness, effectiveness, economics and the efficiency of a program / activity. Therefore the main focus is towards the impact, performance and problems in the implementation of programs / activities, and not on the weaknesses or mistakes of the officers or the implementing agency.
That is why the officers involved in the implementation of the program / activity itself are required to study the Program Evaluation because they are more savvy and know the problems and the actual impact that has been achieved. Officers must make an honest Program Evaluation by submitting data and relevant facts and make a systematic analysis to produce findings that are very useful for further actions, such as determining the distribution of allocations when the Expenditure Limit is given and suggesting modifications of the proposed programs / activities, suggesting New Policy and Savings.
Evaluation of programs / activities in the form of self evaluation, which is coordinated by a Steering Committee is relevant and highly reliable whereby its members are also represented by the Budget Inspecting Officer from Treasury and representatives from the Public Services Department so that the needs of federal agencies can been addressed. |
