 1.How are specifications prepared?
 A Specifications/Determination Committee  shall be established. The Specifications/Determination Committee shall consist of at least three (3) skilled and qualified officers. Ample time should be given to the Committee to prepare the specifications. Details of specification/determination should be clear. Specifications shall not be referred to a particular brand or make, if this is inevitable expressions or its likeness is to be used. For procurement involving  information technology or modernisation reference should be made to MAMPU.
