What are the requirements to be complied with before progress payments can be paid to the works  contractor before the contract is signed?

 Progress payments may be paid to works contractor 3 times in the first 4 months after the release of offered  Letter of Acceptance and before an agreement was officially signed with the following conditions:

  (a)The contractor  submits a signed offered  Letter of Acceptance;
  (b)Performance Bond in the form of bank / insurance guarantees set forth in the contract submitted by the contractor; and
  (c) All  work  insurance policies, public liability SOCSO or workers' compensation specified in the contract submitted by the contractor.
 The next progress payment (after 4 months) can only be made after a formal contract agreement is signed.
