 1. What is the value limit of direct purchase and its conditions?
The limit of direct purchase is up to RM50,000 for each type of supply or service item. Direct purchase can be made from any supplier who are registered or not registered with the Ministry of Finance whether Bumiputera or non-Bumiputera status.
2. Langsung boleh membeli sehingga RM50, 000 akan digunakan untuk semua jenis perolehan bekalan dan perkhidmatan?
Direct purchase of up to RM50, 000 can be implemented for most procurement of supplies and services. However, if there is a Treasury Circular (SPP) or Treasury  Contract Circular (PKP) or a specific Treasury Instructions on procurement method that has been set to be implemented by an Agency or purchases made from a panel  of suppliers / specific suppliers, then relevent SPP/PKP/Treasury Instructions must be complied with. Examples include printing services, supply and delivery of printed books and foreign publications, plane tickets booking, transportation of imported goods and so on.
 3. How to determine the price charged for the procurement by direct purchase basis is a fair price?
It is the duty of every officer who manages  procurement  to make a market research to ensure that the prices of supplies or services to be acquired are fair and beneficial to the Government. The officer shall determine that the offered price of supplies or services to be obtained is reasonable with regard to the  goods quality, price, usefulness and other relevent factors including the cost of shipping, warranty, after sales service and others. Consequently, market research must be done first to get unofficial quotations from several suppliers / companies prior to implementing the procurement. However, unofficial quotations need not be opened, scheduled or selected by the Quotation Committee.
 4. Can direct purchase be made from the same supplier?
In accordance with the principles of Government procurement, procurement through direct purchase shall not focus on the same supplier / specific supplier and that all suppliers should be given equal opportunity.
 5. What is meant by each type of item?  
Each type of item refers to the direct purchase of supplies / services up to RM50,000 per year from any supplier regardless of whether registered or not registered supplier with the Ministry of Finance and whether the supplier status is Bumiputera or not. The meaning of each type of item can be interpreted according to the following examples:
(a) various spare parts that can be obtained from the same source of supply is one type of item.
(b) various spare parts that can be obtained from the same source of supply is one type of item.
(c) sofa set that includes various types of seats (either seat 1 seat or 3 seat) with the table, be construed to as one type of item. If the purchase of furniture consisting of banquet chairs and sofa set, then the banquet chair and sofa set can be different items. However, if both can be purchased from the same supplier, it can be interpreted as one type of  item (furniture).
(d) the purchase of various toner interpreted as one  type of item that can be obtained from the same supplier.
(e) the purchase of stationery (pen, pencil, ruler, scissors, stapler, eraser, glue, etc.) be interpreted as one type of item.
(f) a variety of paper sizes (A4, A3) and multi-colored paper is interpreted as one type of item.
(g) computer, printer, monitor, keyboard and the CPU is one type of item.
(h) varieties of  drug is one type of item.
(i) construction materials such as cement, wood, board, ceiling, nails are interpreted as one type of item.
(j) a variety of electrical goods such as kettles, fans, television, radio, iron, blender, refrigerator is defined as one type of item that can be obtained from the same  suppliers (electrical store).
