Government's borrowing are sourced from domestic and foreign loans. For domestic borrowing, the Government obtained loans by issuing Malaysian Government Securities, Government Investment and Treasury Bills.

Foreign loans consist of market borrowing by issuing bonds and syndicated loans and project loans from bilateral and multilateral institutions.
